The Center for American Indian Health (CAIH) is located administratively within International Health at the Johns Hopkins Bloomberg School of Public Health. The core activities housed at CAIH include research studies of infectious diseases and behavioral health, and a training program. CAIH is currently seeking a qualified person to work within a team to coordinate activities related to the pre-award and post-award grants and contracts activities.

This position will provide support to Financial Manager and CAIH faculty. (This involves proposal preparation, budget development, payroll/effort management, sub award and service contract setup and maintenance, account maintenance and oversight, procurement card monitoring, billing, reporting, compliance, and close-out.)

Provide broad/in-depth professional administrative level guidance on protocol, JHU and sponsor’s regulations and guidelines to Principal Investigator (PI) and other scientific/research professionals, both within the University and other associated research/administrative professional outside of the University. Offer guidance and learning support to other CAIH staff. Work independently on a variety of complex level grants/contracts, including those from Industry, NIH, Tribal Partners, and Private Foundations. (These grants, contracts and awards may involve highly detailed budgets, multiple projects, cores and sub awards.) Work directly with management of non-sponsored funds and CAIH payroll management.

Brief summary of duties and qualifications:

Pre-Award Activities 

Proposal preparation
Budget development
Completing sponsored paperwork
Creating proposal record
Working with subsites to acquire required forms for sub awards
Application of appropriate indirect cost rates and cost calculations
Assisting with budget justification

Post-Award Activities

Coordinate the development and implementation of administrative processes for sponsored projects
Prepare overall spending and financial reports
Monitor monthly expenditures, sub awards, budget projections, payroll and expenditure transfers
Reconcile procurement card
Pre-review and post-review of effort forms
Prepare and perform maintenance of sub awards, independent contractors, and service contracts from start to finish
Prepare, develop, and review investigator financial reports using SAP and other institutional reporting systems to analyze and identify possible risk of an over-expenditure for CAIH Faculty.
Meet with Faculty on a regular basis for status updates of grants/accounts
Prepare 12-month salary support projections for all Faculty PI’s/support staff and identify potential support gaps.
Advise Faculty & Staff on changes to sponsored research policies
Manage accounts to ensure grants and contracts are expended in accordance with sponsoring organization requirements and University guidelines
Create and maintain positive communication and working relationships with all areas within JHU; Department Administration, Sponsored Projects, Office of Research Administration, and Controller’s Office.
Review documents for financial, administrative, and operational compliance.
Independently perform a variety of administrative and financial functions

Payroll Management

Maintain system to track Faculty/Staff payroll information and generate reports
Implement system to monitor/resolve payroll issues
Control salary and salary distributions

Minimum Qualifications 

Bachelor’s Degree. 
4 years of experience in sponsored research and/or financial positions (academic/medical setting preferred). 
Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula. 
* JHU Equivalency Formula: 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis.  *

Preferred Qualifications

Master’s Degree. 
Strong knowledge of MS Office, CATS, SAP, & COEUS. 
Cross cultural experience with American Indians.

Specific physical requirements for the job

Travel quarterly to the field and perform other duties as required.
